While Shibuya did all it could to tell people to spend Halloween at home and watch a video online, unless they really tried to implement it, people were still going to come out, as Halloween in Shibuya is one of the biggest gatherings in the world.
Even without the travelers, Shibuya Scramble is still one of the largest Halloween destination in the world. Saturday evening was much larger as expected, but still a good turnout for Sunday evening.
It looked as if it would be a rainy Halloween day in Shibuya, but that didn’t stop people from coming out as weather got better throughout the evening!
